This affix appears to be a variant of V{(q)carə}V, possibly with the same meaning. This meaning seems to be:

Agentis in the middle of Vb'ingPatient', based on the examples given in Oqaatsit [14].
It is also possible that both affixes have both meanings.
The present affix appears in Oqaatsit, so it is presumably used productively, whereas the variant V{(q)carə}V does not. Conversely, the present affix is not mentioned in Fortescue's Comparative Manual of Affixes [13], but the variant V{(q)care}V is. This may be because they are, in fact, synonymous, and the pronunciation and spelling has simply evolved from -rsaraa to -rsaaraa with a lengthening of the [a] vowel.
