Form and usage:
The meaning of this affix is 'Subject Vb badly/unpleasantly'.
I suspect it is formed in parallel to affixes such as V{'-qluk}V and V{nəqluk}V, where the former is a contracted (and geminating) variant of the latter.
We similarly have N{(q)liuq}V with a somewhat related meaning to the present affix, so the present affix may be a recent a back-formation from this.
Indeed, the present affix only seems to occur in newer dictionaries; it is not mentioned in Kleinschmidt [13], Ordbogeeraq [17] or Schultz-Lorentzen [16].
