This combined affix is used for signifying endearment. It is mentioned in Schultz-Lorentzen [11] under the entry for -kuluk, i.e. the constituent N{-kuluk}N. See also the reversed combination, N{ŋŋuakkuluk}N, which instead denotes pity.
