This 'pseudo-affix' is a special construction with abstract participle V{nəq}N and {nalu}V, denoting that the 'Subject is unable to Vb due to ignorance'.
The construction is similar to V{nəq ajuq}V, but not as commonly used as that.
Note that the 'affix' is valency-preserving, so it will take transitive or intransitive endings, depending on the valency of the stem to which it is attached.
