This is a straightforward combination of V{ðuqaq}V, 'there is someone who Vb' and V{sinnau}V, 'can Vb'. It is only used on monovalent stems, or divalent agentive stems, and the result is avalent: 'one can Vb' or 'it is possible to Vb'.
