This affix is a variant of V{-kula}V, but additionally containing the morpheme V{-aq}V; see the variant for details on the etymology.
According to Schultz-Lorentzen [16], the two forms can be used interchangeably.
The meaning is the same: 'Subject Vb often, habitually'.
