This affix is a straightforward combination of te negation affix V{ŋŋit}V and V{-liq}V, 'begin to'.
Thus, the literal meaning is 'begins not to Vb', but this is understood as meaning: 'Subject has not Vb'ed for some time'.
According to Kleinschmidt [9], it is implied that the Subject ought to have been Vb'ing, but in fact has not for a while.
