The meaning of this affix is 'Subject (unfortunately/unexpectedly) happened not to Vb', indicating that the verbal action did not take place, although it was expected to.
This affix is a combination of the negation affix V{ŋŋit}V and V{ðuuq}V, 'Vb unfortunately/unexpectedly'.
In this combination /tð/ have become /tc/ as expected, thus giving the present form.
Note that if the affix is negated again, the meaning becomes 'definitely Vb'.
