According to Schultz-Lorentzen [11], this affix is synonymous with V{-rataqsinnaaŋŋuq}V, denoting:

Thus, the affix seems that the affix is valency-decreasing by removing the Agent, if the stem is divalent. It is possible that the present affix is just an abbreviated form of the aforementioned variant form, and that this is the explanation for the apparent valency-reducing behaviour. The present form is not documented in other dictionaries, so it is likely not used productively.
