This is a straightforward combination of N{ŋŋuq}V, 'become N' and V{tət}V, 'let/cause'.
The meaning is 'Agent makes Patient into N'.
This can be both in a very physical sense of e.g. turning a stone into a sculpture, or in a more metaphorical sense of promoting someone to a new role or job position etc.
