Form and usage:
This stem denotes 'Actor lives/resides/has address (in N@LOC)', normally always with a specification in the locative case.
It is listed in the Oqaatsit dictionary [CBBJRPIKJR97] and newer dictionaries, but not in any of the older, which instead give {nunaqaq}V for this meaning.
It seems that {nunaqaq}V may still be used, but it will likely only be used about a larger area, that can be described as nuna, i.e. 'land', whereas {najugaqaq}V can be used both in the specific sense of indicating a town, or even a street within a town; and also in the broader sense of indicating e.g. a country where the Actor lives.
Meanings and examples

The stem can be used to express a more specific area, e.g. with in a town/city, where one lives.
- Kalaallit Nunaanni najugaqarpunga, I live in Greenland
The stem may also be used with greater areas, such as countries. In this sense, it replaces {nunaqaq}V.
