This affix is a straightforward combination of N{-u}V, 'is N', and V{tət}V, 'Agent lets Patient Vb'. According to Nielsen [8], the meaning is 'Agent thinks/pretends that Patient is N'. It seems that the meaning can either be 'thinks' or 'pretends', so either the belief can be sincere or insincere.
