According to Nielsen [8], the meaning of this affix is 'Agent Vb Patient in stages', i.e. indicating an incremental action. Given the meaning, it seems to be an old combination of V{tətəq}V and V{-aq}V, where the combination /əa/ has yielded [aa], thus indicating that the combination must be old (since stem-internal /ə/ normally do not change their sound, even of the following phoneme changes due to affixing).
