The meaning of this affix is 'Agent prevents Patient from Vb'ing'.
It is a straightforward combination of V{ŋŋitcuuq}V, 'unexpectedly did not Vb' and V{tət}V, here in the meaning of 'Agent causes Patient to Vb'.
Thus, the affix is valency increasing, in the same way as V{tət}V; see further under that entry for details on how teh Agent and Patient roles are mapped from the underlying stem.
