Form and usage:
This affix is a combination of V{niutə}N and N{-gə}V.
However, the meaning seems to be closer to the meaning of V{ccutəgə}V, i.e. indicating 'the cause/reason for Agent's Vb'ing'.
Note that the affix is valency increasing, by adding a new Patient role to the relation.
Thus, if the stem is already divalent, the Patient of the underlying stem will be shadowed by the Patient role of the affix.
